Council Tax Support (CTS) Tolerance schemes introduced

The City of York Council and Scarborough District Council have introduced Council Tax Support (CTS) Tolerance schemes.

City of York Council CTS scheme change

From 01 April 2021, the City of York Council introduced a new Council Tax Support Tolerance scheme. On the previous scheme if your income changed by small amounts each month, the Council Tax Support claim was updated and a new Council Tax bill was sent.

The aim of the new scheme is to reduce the number of Council Tax bills produced throughout the year and to make monthly payments easier for residents.

From 01 April 2021, if your income goes up or down and the change to the amount of Council Tax Support is £2.50 a week or less, there will be no change made to your Council Tax bill. If the change is more than £2.50 a week up or down, a new Council Tax bill will be produced.

The City of York Council have supplied further guidance to clarify how the new scheme works.

Tolerance example 1

  • your Council Tax Support award before the change in income is £4.50 a week
  • your income changes, and based on the new income your Council Tax Support would reduce to £2.50 a week
  • your bill and payments will not change

Tolerance example 2

  • your Council Tax Support award before the change in income is £4.50 a week
  • your income changes, and based on the new income your Council Tax Support would increase to £6.00 a week
  • your bill and payments will remain will not change

Tolerance example 3

  • your Council Tax Support award before the change in income is £4.50 a week
  • your income changes, and based on the new income your Council Tax Support would increase to £7.50 a week
  • you will receive a new bill and your payments will change

Tolerance example 4

  • your Council Tax Support award before the change in income is £4.50 a week
  • your income changes, and based on the new income your Council Tax Support would decrease to £1.50 a week
  • you will receive a new bill and your payments will change

Scarborough District Council CTS scheme change

From 1 April 2021, Scarborough District Council introduced a similar scheme with a tolerance level of £2.00 per week. If your income goes up or down resulting in a weekly increase or decrease in Local Support for Council Tax of £2.00 or less, no change will be made to your bill.

No changes have been made to the Council Tax Support schemes administered by Hartlepool Borough Council or Leeds City Council.
