JRF was formed by a Deed of Foundation dated 13 December 1904, originally under the name of the Joseph Rowntree Village Trust. The name was changed to the Joseph Rowntree Foundation in 1990. JRHT was established as a separate entity in 1968 under a Charity Commission Scheme.
JRHT is not incorporated, although the trustees as a body are incorporated under Section 50 of the 1993 Charities Act. All staff and directors are employed by JRF. The Trustees delegate some powers to a Board which is made up of JRHT Trustees, external members and Residents.
The Resident Board members were appointed in early May 2008.

Tony Stoller (Chair)
Tony was appointed as a Trustee in 2004 and has been Deputy Chair of the JRF since October 2006 and Chair of the JRHT Board since 2011. A Quaker, his background lies in broadcasting, regulation and retailing.
Steven Burkeman
For 19 years, until 2001, Steven was the Trust Secretary of the Joseph Rowntree Charitable Trust. Before then, he worked as a teacher; in the non-profit sector; in local government; and as a consumer advocate in the National Health Service. Since 2001, he has worked as an independent consultant, mainly with grant making trusts and human rights NGO's.
Graham Millar
Graham is a Chartered Accountant who spent most of his career in the branded food industry. After considerable experience in a variety of financial roles in the UK and Europe he moved to general management where his jobs included being MD of Rowntree's business in South Africa, of Nestle Rowntree in the UK and Nestle's UK Food business and then, toward the end of his career, Group Finance Director of Nestle in UK and Ireland.
